Removal of Street Legal Requirement Petition
Below is the street legal requirements petition. If you would like to support this petition, please e-mail me with your name, contact info, and USACi member number. You are required to be a current USACi member in order to participate in the petition. Also check out the other one posted on this forum about floor cuts in modified as well.

The USACi members signed or listed below, referred to as “We”, hereby petition the USACi organization for a formal change of the current Outlaw SPL rules for all divisions. The current rules in this class state:
“All vehicles must be licensed and be “street legal” as per federal regulations to compete in the Super Stock, Pro Stock, or Modified divisions. Vehicles that do not comply will be entered and judged in the Super Modified or Port Wars division. USACI Outlaw SPL will require all of the following OEM equipment to be installed and fully functional at all times while being judged in the Super Stock and Modified divisions:
Headlights (OEM style and location) Tail Lights
Blinkers (Front and rear) Speedometer
Emergency Brake Windshield Wipers
OEM or equivalent Automotive seats OEM Windshield
”
We feel it is in the best interest of USACi and its competitors to change this rule. Many USACi competitors have automobiles built solely for competition in the USACi organization. These vehicles never see the highway. We feel that requiring vehicles to be licensed and registered causes an unneeded burden on USACi’s competitors. Super Stock, Pro Stock, Modified, and Super Modified divisions should be exempt from the following rule. The requirement of registration and being street legal is simply an expense that is unnecessary. Being street legal will not affect the SPL measurement or score in anyway whatsoever.
We believe that changing the rule would not only benefit the competitors, but the USACi organization in its entirety. We petition that the rule be changed to the following:
“Vehicles that compete in the Street Beat Classes will be required to be street legal except in Street Beat 5. All other vehicles competing in Super Stock, Pro Stock, Modified, Super Modified, Port Wars, and Super Port Wars will not be required to be street legal. Registration, license plates, and inspection stickers will not be required as many competitors trailer their vehicles and do not drive them. Insurance MAY BE REQUIRED at some indoor events. If this is the case, non operational insurance will suffice.
USACi does require a parking or emergency brake in the vehicle for safety in the judging lanes. Head lights, tail lights, turn signals, windshield wipers, and seat belts will not be required. Seats, windshields, and other windows will be required to be OEM or equivalent in all divisions except for Super Modified, Port Wars, or Super Port. Racing seats will be allowed if mounted in the factory location.”
We ask that USACi and its Rules and Ethics Board consider these changes and implement them promptly in order to maintain its members, integrity, and fairness. The following pages contain names, contact information, and member numbers of USACi’s members who are for this change. We thank you for your consideration and look forward to supporting USACi.
